How to recover data from corrupted external (encrypted) APFS drive?

I'm having trouble accessing data on my external encrypted USB disk. It won't mount. I received the prompt to unlock a drive but it does nothing after I enter the password. I should note that I don't actually remember being prompted to convert or encrypt this drive - it was originally non-encrypted HFS+. When I ran the command "diskutil apfs unlockVolume /dev/disk3s1" to unlock it in Terminal, it says "Error unlocking APFS Volume: The given APFS Volume is not locked (-69589)." How to recover data from this encrypted APFS drive on Mac?

The error "Error unlocking APFS Volume: The given APFS Volume is not locked (-69589)" suggests your APFS-formatted external hard drive is already unlocked. But there seem to have some glitches or corruption preventing your drive from being mounted. 

You can take a look at the USB cable, port or drive enclosure and try different ones to see if you can access the drive. But the most effective solution is to secure your data and reformat your drive.
