Why Can't I Create Folders In Files App On iPad?

I am just wondering, why is it not possible to create new folders to manage file storage on iPad in the files app. We get a lot of memory but we cannot use it properly.

An amazing idea but iPadOS is associated with apps and apps do not share file space with other apps. Therefore, there is no possibility to make statistics of the file space used by sorts of applications unless iPadOS welcomes its user interactive file system like macOS and Windows in the future.
