How to Restore Files That Have Been Deleted Both From Recents And iCloud Drive?

I deleted the files in the "Recents" folder, and they also have been deleted from iCloud Drive at the same time. The Restore button in iCloud is not working. I checked the recently deleted tab in iCloud Drive and it was empty. Is there any way to get these files back?
