iCloud does store the deleted files including photos and videos on the server, yet the limit is 30 days. If you have deleted the videos before 30 days, then they are deleted from iCloud completely across multiple devices. I dare say the one last way to recover them is through the backup, of course, if you have one. But if you have no backup at all, then it's impossible to recover them anymore.
