In 2019 I used to have many videos stored in my files and at that time I used to pay monthly iCloud backup storage fee. I deleted all those videos back then so my question is there a way to recover those videos? If yes what is the way to do that…I really appreciate your response.

Photos or videos deleted from iCloud storage can only remain recoverable for up to 30 days. 2019 seems too long and the permanent files can't be recovered if you delete the files in iCloud.
Maybe you can check the files in the iCloud.com or other cloud storage.
