How can I recover files without using Time Machine?

Before Time Machine, you used to be able to recover files using, I think, one of the utilities. Now if you search for "recover files" in Help, all the options involve using Time Machine with and without Spotlight. I don't have a backup drive to use Time Machine yet but I would still like to try to recover an accidentally deleted folder. How can I do that now without Time Machine?
