External drive not recognized in standard bootup on Ventura

I would like to know why Mac OS Venture can not detect external drives. Thus far, I have completed the following. Boot in recovery mode, both disks are recognized. Ran First Aid on both drives while in recovery mode, no errors. I ejected both drives, waited a moment, and re-attached. I swapped USB cables, both were recognized in recovery mode. I ejected both drives, disconnected, and restarted MacBook Pro 2020. Checked finder "DISPLAY EXTERNAL DRIVES" is on. Attached each drive one at a time. Neither drive is recognized in regular startup. I restarted the computer with the drives connected, still not recognized. Any other suggestions?

Given that you have tried many possible solutions including reinstalling Ventura, First Aid, Safe Mode, changing cable, reformatting, etc., the drive can't work normally in standard bootup, there could be some macOS glitches causing the external hard drive not recognized.

As the external hard drive works in Safe Mode, and you have excluded login items and third-party software from the possible reasons for the external hard drive not recognized on Mac, what you can do next is to downgrade macOS or wait for the next macOS update.
