It seems like a bug of macOS Monterey. If there's any minor update of Monterey, update your Mac immediately.
This issue is annoying if you regret it and need to put back the deleted files on your Mac. To make the Trash on your Mac workable again, you can try these ways:
1. Enter into Safe Mode and delete files there.
2. Change a different way to open the Trash. For example, you can select the Go menu in the Finder menu bar > Go to Folder and enter ~/Trash/ to open the Trash.
3. Uninstall third-party apps that are not compatible with Monterey.
4. Create a folder on your Mac and move your temporarily useless files there.
5. Enter macOS Recovery Mode and run First Aid to check your startup disk.
