Eh…How about try TextEdit > New Document > Format > Make Plain Text?
Don’t worry, it’s easy to fix. By default, TextEdit saves files as the RTF formats, you can change the settings in it.
- After editing, click File > Save.
- You can add .txt following the file name.
- Click Save.
Hope you can create it as normal.

Without opening TextEdit to create the files, you can just create with your context menu in right-clicks.
Just download, right-click anywhere on the desktop, then choose New File > TXT. So easy!
