I can't set up external drive for Time Machine and can't erase it, how to fix?

I have an external HDD that I was trying to setup for Time Machine. I format the external HDD on my Mac running macOS Monterey, and the process failed. Can you help me? I do not need the data on the disk. I just want to erase it and use it for other purposes. Thank you.
