Photos Disappeared From External Hard Drive On Mac when Copying

I'm using a MacBook Pro (Intel 2019) currently on Ventura 13.0 (22A380). I was copying some Photos stored in folder in to a "Photos Library" which was stored on the same external hard drive (which is an APFS volume). I created two folders called "Not Copied" and "Copied" so I kept myself up to date on what I copied in to the Photos Library. Partly way through this everything in the Not Copied folder (sub folders and files) just disappeared and the "Copied" folder and it's sub folders and files also disappeared. There was over 2TB of Photos, that just went?? ...it's not been moved to Bin! The drive still sees the correct usage and free space but the folders/files cannot be found on the drive.
